Description

The Department of Environmental Services (DES), Office of Sustainability and Environmental Management (OSEM), which operates as the County’s core agency for climate mitigation, adaptation programs, and community-facing energy programs is seeking an Energy Specialist - Planner. The employee will provide strategic design and development of energy efficiency, renewable energy, and clean transportation programs and projects including technical assistance and strategic planning for the climate and energy programs addressing the broader Community Energy Plan (CEP) and greenhouse gas reduction goals.

Specific duties include:

  • Advises and supports efforts to advance zero-net-energy building upgrades and new construction;
  • Supports passive building design and construction;
  • Contributes technical assistance and strategic planning to the climate and energy programs that drive CEP 2019 goals;
  • Supports and develops energy efficiency, renewable energy, and clean transportation programs and projects;
  • Participates in negotiations related to energy efficiency, clean transportation, and renewable energy projects;
  • Develops, manages, and implements energy programs and initiatives to reduce the County’s energy consumption; 
  • Supports measurement, evaluation, and reporting of metrics that calculate GHG emissions reductions and other CEP/CEP Roadmap milestones, benchmarks, and goals;
  • Supports development, publication, and updating energy, climate, and/or sustainability dashboards and website(s);
  • Supports or leads grant project development, application, and execution;
  • Condenses and communicates complex energy concepts to staff, internal and external stakeholders, and the public through oral presentations, written memos and position papers, and Board Reports); and   
  • Performs other duties as assigned.


Requirements

Minimum Experience: 

  • Bachelor’s degree in physical science, engineering, business administration, environmental science, or related area; and
  • Two (2) years of progressive Environmental Planning experience, including developing or managing energy efficiency, renewable energy, and clean transportation programs and projects.

Desirable: Preference may be given to candidates with a Master’s Degree in related field and experience/credentials in one or more of the following:

  • Energy Building programs and use of Energy Star Portfolio Manager; 
  • Demand-side management and distributed generation;
  • Cross-departmental collaboration on energy performance (e.g., cross-cutting government agencies);
  • Identifying and understanding indicators and impacts of environmental justice and equity in the energy sector; 
  • Effective communication and outreach experience with low-to-moderate income, underserved or disadvantaged communities; and
  • Certified Energy Manager (CEM), LEED AP Credentials, or LEED Green Associate.
